A project for training creative talents with a master’s or doctoral degree to realize the Creative Economy and assisting creation of new knowledge and technology based on creativity.
Background
There is an urgent need for creative talents with a master’s degree or a doctoral degree to lead the Creative Economy. Realize the Creative Economy by fostering and providing the nation's top creative talents with a mater's or doctoral degree who lead areas such as the new technology development, humanities and social science with originality, cultural contents, design, BIT, NIT, and, etc. which play a leading role in turning the economy for catching up with advanced economies into a pace-setting economy.
Need for the role of universities as the hub for the creation of outcome with originality while strengthening creative atmosphere of the university education. Although the research and educational capabilities of domestic universities have increased in volume significantly, there have been limits in connecting the outcomes of education or researches in universities with the development of new technologies in industries and leading the growth of a leadership economy.

Future-Based Creative Talent Training Type
The budget plans can be set up in accordance with the characteristics and strategies of the project groups within the ceilings of grants provided to the project group and budgeting criteria.
As for the Global Talent Training Type, the research scholarship for graduate school students is more than 40% of the total budget, while the ratio for the Future-Based Creative Talent Training Type is more than 60% of the total budget. (50% or more for project teams in humanities/social studies or medical/dental/oriental medicines), Specialized Expert Training Type has its budget plan set, so that the ratio is more than 50% of the total project budget.
The operation cost for the project group should be within 10% of the total budget or not more than 30 million won.
The criteria for the amount of research scholarship* should be applied in the same manner to all types. * 600,000 won/month for master’s program students, 1 million won/month for doctoral program students, and 2.5 million won/months for new researchers.

※ In the science and engineering sector, the number of graduate school students who participate in the project shall be aided within 70% of the entire students of the faculty members who participate in the project. (In the humanities and social studies sector, two master’s program students and one doctoral program students per the participating faculty member shall be aided.) ※ If the existing WCU project group is selected for the Global Talent Training Type, the support can be provided to the students who are under the supervision of the faculty members in the concurrent former belonging department. ※ As for the universities which have been receiving aids for the tuition fee for the graduate school students from KAIST or other government departments, supports for the project costs, such as the globalization cost, can be provided without exceeding 30% (50% for the Global Talent Training Type) of the total project costs.
